According to the packaging, they ARE made in the USA.

Q: How wide do these clips open?

Not very wide but they do hold the waist of pull on pants.

Q: Can these hold curtains together?

These plastic clips are very sturdy and should be able to hold even heavy curtains together, although you might need more than one to do so. One thing you should be aware of is that there are slight ridges at the ends of the clips, and they will leave slight indentations in the fabric. I hang my jeans to dry, and have to finger-press the ridges out of the hems every time.
